Since MUNI wasn't on the list, the obvious choice is L.A., just because it is much more extensive than San Jose, San Diego, or Sacramento. It is also growing more quickly, and has much higher ridership. If MUNI were available, then it's a harder choice. I'd say it might have a slight edge for the moment, but 10 years from now, it won't. L.A. is about to embark on a massive expansion that should thrust it into the second tier for rail transit (NYC being the 1st tier). While SF is already there, we'd be comparing an older system with a newer system, and usually newer wins when everything else is equal.
