It started raining around 1am, I went to sleep a Neighbor woke me up 8am saying it’s my truck making a loud HORN noise. I went outside my horn just blasting, I tried hitting my alarm didn’t work, I put key in ignition tried starting nothing happen. My floor is soaked in water. I got all the water up and tried starting Jeep again nothing happen

HELP WHAT CAN MAKE IT NOT START BUT IT TURNS OVER TILL BATTERY RUNS DEAD AGAIN

There might be an ignition computer that got wet, in my volvo its under the drivers seat and theres another under the dash by the drivers knee. Something got wet and shorted the alarm system, ignition is disabled until you clear it.
Get a scanner and read the codes.
If you have a smartphone you can get cheap code readers that work from your phone.
cost less than $20.

I would also find a jeep forum , they will know what the problem is. Like this,
