I am in my 50's and enjoy downtown living. Have 4 birds. Like buildings with elevators. Rent under 1,000/m. Something near Cleveland Clinic or the VA hospital. Any suggestions? Thanks for any help!!

Try 1 Bratenahl place, very nice condo's right on the lake, lots of good deals on condo's that have foreclosed. It's not quite downtown, but it's about equidistant between University Circle and downtown, and it's an easy hop on the freeway to go downtown.

Having to get in the car to go pretty much anywhere is the antithesis of downtown living as far as I understand it. Don't have any suggestions, personally, but I doubt that place is what OP's looking for.

If the OP lives on the Healthline, living car free will be very easy. Target locations most likely will be Little Italy or University Circle. Downtown Cleveland may be tough with the pets.

If the redline train to the Cedar-University Circle station is fine, Ohio City works.

Finally, Shaker Square is a quick ride on the #48 bus.

I am uncertain whether the places will fit you budget, but you can find plenty of apartments around public square, E. 4th Street, and a few blocks east on Euclid. These will all give you true downtown living, elevator buildings, and you will be an easy public transportation ride away from work. If you are looking for some place that is walking distance to the Clinic, be careful. Some of the neighborhoods nearby are not so great.

I also had a client who lived in a large apartment Near E. 105 and Chester I think. Her place was truly lovely. An old, elegant building with a good deal of security. It wasn't what I would think of as downtown living, but it was otherwise the location you are talking about.
