I am so upset with the City of East Cleveland! They have me docked in a "supposed" school zone, but there are no flashing lights to indicate school is in session like all other school zones with the 20 MPH signage, not to mention cars are going downhill from a 25 MPH zone. Here's the kicker, though......Ticket states 27 in 20 MPH zone. School zones with flashing lights stop after 9am!!! What the heck is going on with this horrible city?! This is a SPEED TRAP and God forbid if you drive on Noble Rd/Euclid!

If they want this to be a 20 MPH zone 24 hours, then PUT UP SIGNAGE THAT STATES THAT!!! I don't think it's fair to pay the ticket b/c of the lack of flashing lights, the automated camera that states my speed (which I don't trust them anyway!) was 27, and I thought the State signed a Bill that stated that cameras could no longer be used unless a police car was present.

I suggest reading the school zone portion of the ORC. It will tell you whether a signal must be present and what times are mandatory. Lawriter - ORC - 4511.21 Speed limits - assured clear distance.

Out here the signs say, "When children are present," thus you know it's around 8AM and then again at 2:30. If kids are NOT around walking, it's a 45mph, if they are there, 25. It's not all day because kids are on campus which is about 600 ft. from the actual street.

It's a civil violation, not a moving violation. I'm not an attorney, but the implications of that fact are important and I'd do some research if I were you because that might be to your benefit.

I got caught in that exact spot a couple of years ago. I just paid it, but I did look into it, and I think if you wanted to fight it you could get out of it. The law requires that signs must be clearly visible indicating the presence of a camera. East Cleveland does have a sign but it's small, hard to read, low to the ground, and all it says is "Speed cameras are everywhere" it doesn't say there is a camera at that specific location.

To which bill are you referring? Ohio didn't outlaw them, if that's what you're insinuating. The way the penalties were being applied was ruled unconstitutional (civil case without due process).

EC can't afford flashing light signs. Just pay it and go slower in that spot next time.

I will agree that school zone speed limit times should be more clearly-posted (not just in East Cleveland, but every community).

I've seen these school zone flashing lights on during holidays and the summer in some communities when I know for certain no kids are on school premises.
