Eventually density will increase along the rail lines? Hmm, it's been 60+ years since the Red Line was created and over 100 years since the light-rail lines and 20 since the WFL. When will there be sufficient density to increase rail use in CLE?

Brooks Brothers has been in Tower City for many years; it's barely hanging on but perhaps increased living, business travelers etc will pick up the pace for this location. It's nice to have a Brooks Brothers downtown.

Then again, as you point out, the income tax increase will not help on any front. Cleveland has to be taking a bigger hit with state dollars since its poverty level is or was the highest in the nation. What's really scary is that 87% of its income tax revenue comes from outside the city.

That doesn't sound cheap to me. How much do you think this tweaking would cost? How many lanes of traffic would be lost?

Would the amount of riders justify light rail over buses???

With residential development in University Circle/Little Italy, downtown and in Ohio City, it's already increasing.

Well, with your claims of increased density downtown, UC/Little Italy, Ohio City etc. then yes, it would be worth the money. If the system had been built and connected properly, Cleveland's decline most likely would not have been as severe and its ''recovery'' most likely not as drawn out.

Cleveland has a heavy rail system with one downtown stop; a light rail system that does a half-circle around the CBD and dead ends in an isolated parking lot on the lakefront.

Can you name another city with heavy, light or a combo of both that has the same or worse rail set-up as Cleveland? Cities currently building or expanding rail systems are not mimicking Cleveland, trust me.

Running the WFL up 9th street or a bit further east would do it; it's not a huge distance to enclose the light rail. Of course, RTA is focusing on a Red Line extension to Euclid from Windermere with the expectation that jobs are going to develop from this. Kind of like the Instesa-UC development; went from letters-of-intent from co's like Google to an all residential project with a different name.

Jobs are key and the income tax rate hike will not help. Cleveland has a lot of government dependent residents, someone has to foot that bill. At least Section 8 has expanded into the suburbs so these communities can be burdened with some of Cleveland's problems.
