It's a way to prevent areas from becoming desolate by utilizing open land as park space, not just open fields with no set purpose.

I'd definitely prefer for a net population increase, though. What type of schemes would you propose that would allow infill development to occur in all of these areas without cannibalizing other neighborhoods? Would it be development that matches the density and style of what was once in these areas, or are you talking more of the McMansions like what was built along Chester in Hough?
How do we increase population? Not just downtown, but throughout the city?

I don't think that's necessarily possible. Population is shifting back to some of Cleveland's urban neighborhoods, so there's an increase for some tracts, but the city and region are still experiencing a net loss or at least a stagnation. That's the reason I'm so supportive of schemes that will intelligently account for a shrinking population and instead concentrate on the remaining population and pushing for greater density in certain areas that could be saved. The city can't bring everything back.

They're doing something similar in Youngstown: Youngstown Ohio tries smart shrinkage, embraces decline - The Atlantic

Thanks for posting the link!

Buried in the story is this news:

<<Asked where launching nuCLEus stands, Stark said the company wants to close financing as soon as the city of Cleveland completes incentives requested for the project. He declined to go into more detail. A Jackson administration spokesman was not able to respond to questions by 4 p.m. on Friday, Aug. 26.>>

It sounds like the project still is on track!

I had the same thought.. would be nice to know the time table but glad to see that they're apparently still signing leases with tenants.
