Page 17 of this this document from 2009 addresses property ownership. If they are still moving forward with this in the spring, 9 years later, I assume something was worked out.

We only looked around the area between Lake Erie, Collinwood, and Euclid High School, so I have not been to this part of Euclid yet (I realize this means I missed the main 'downtown' area, too). I really don't know too much about this project, I was just happy to find out about it for two reasons:

1.) It makes the rest of Euclid (without private beach access) a lot more attractive.

2.) It means the town isn't just rolling over and dying.

The map on page 24 shows what the city is trying to accomplish. It would be pretty special.

Lake Erie's water level varies greatly. When near a high level, there may be very little beach areas in the Euclid area from my memory, especially east of Babbitt Road, such as at Sims Park.

Currently, the Lake Erie water level may be a couple feet below the June level, which obviously makes a big difference in beach area.

The hydroelectric plants at Niagara Falls have an immense ability to draw water from Lake Erie, so I doubt that Lake Erie's water level would stay elevated very long. Those hydroelectric plants already siphon away as much as 75 percent of the natural flow over Niagara Falls depending upon season and time of day, and likely take away any available excess.

With global warming, Lake Erie's water level actually may fall providing for much more extensive beach areas in Euclid.
