Is it like the Northeast where people always seem to be on a hurry or is more laid-back like cities in the midwest/south?

When I moved here from California, I thought the pace was nice and relaxed. When I moved back here from Tennessee, I thought everyone was always rushed, fast, and over scheduled!! Lol!

After being back since 2013, I still feel like there's a bit of an overarching over-achievement work till you drop east coast vibe going on.

Default Horn test

Whether a region is laid back often depends upon affordability. While a decision to be laid back or not is often personal, it's much easier to be laid back when a community is more affordable, which generally would describe northeast Ohio IMO.

Northeast Ohio's great park systema and Lake Erie also make it easy to live a laid back lifestyle.

Culturally, I use the horn test. Rarely are car horns used in northeast Ohio. Drivers very often yield right-of-way and allow persons to exit parking lots, etc., in periods of heavy traffic. Our freeways aren't jammed with bumper-to-bumper high speed traffic as in places such as southern CA, which greatly reduces stress levels.

OP is trying to understand what the mood or culture is like in Cleveland. I don't think OP is looking for a dissertation from a real estate agent on why Cleveland is the best city in the country.

Cleveland does not have a rushed, aggressive vibe like cities on the East Coast. It's similar to the mood found in comparable cities in the Midwest.

Some thing in Cleveland are laid back to the point they need to change. Like the airport. It needs to get organized so that when you get off an airplane there is clear signage where things are like the Uber/Lyft pickup area. They need to go look at another middle size city like Nashville to see what an impressive airport is supposed to look like and be run correctly.
