The trick will be to find something open. February is the slowest, least productive fishing month of the year. Fresh (never frozen) local seafood will be hard to come by.
Fort Macon, The History Place, The Maritime Museum and NC Aquarium (to name a few) all will be open and are great places to visit.

Yes, call ahead to make sure the restaurant is open; those that are open in Feb may be closed some days during the week.

These have seafood on the menu, but may not be "seafood restaurants", per se:

In Atlantic Beach: Island Grill is really good; I also like Watermark (a bit old-school, but that's part of its charm); Amos Mosquitos is popular, however it's been a few years since I've been there.

Good choices in Morehead City: Shepard's Point; William's Fine Dining; Chefs 105 (just dined there for the first time recently, and it was excellent); Bistro-by-the-Sea is supposed to be good, but I haven't made it there yet; Piccata's; Windansea, a long-time favorite, has been hit-or-miss lately.

In Beaufort: Blue Moon; Aqua; Stillwater; Beaufort Grocery.

If the localness of your seafood is important: Certified Carteret Catch Restaurants — Carteret Catch (http://www.carteretcatch.org/restaurants - broken link)
