Does the Wilmington area allow food carts/trucks? (Carolina Beach: how much, construction)

I have been looking to do this for several years and now it seems to be on the rise. (I'm always ahead in my intents but cannot find a community that supports my ideas) Thanks.
I've seen food cart vendors in the downtown area and I've seen food trucks servicing construction sites so I have to assume that yea you can do that here. It's basically the same thing as the ice cream trucks that wonder the suburbs during the summer. Call the city or county. I'm sure they can tell you since I'm almost certain they'll require you to get some kind of license.
i've talked to several people who wanted to set up food carts in wilmington, and i don't know if anything ever came of it. i don't know if they are allowed, or how much the gov't would charge you for a permit.
Yes. There are hotdog carts in several places. There used to be one everyday at the corner of Independence and Carolina beach rd. They have them on the boardwalk at Carolina Beach. A few weeks ago I saw one in front of the Big Lots in the shopping center located at Shipyard and Carolina Beach.
I have no idea what they have to do for approval but they are out there.
