Special Education information near Washington, New Bern areas (Greenville: middle schools, classroom)

My husband is considering an offer for a job in Washington NC. I have three children, a 13 year old and twin 10 year olds. One of my twins has down syndrome and severe speech issues. He is currently in a TMD classroom (self-contained) and I was wondering if anyone had information about the special education programs available in either Greenville, Washington or New Bern areas public schoold systems. I would appreciate any information given regarding schooling for my other children as well; Elementary and Middle Schools.
