Any holiday weekend could include backups on Friday nights at the beach. You got there just as everybody else who left work and drove out from the Triangle got there.
I'm still not understanding the money thing. Who made money?

It is the Governors Highway Safety Program (GHSP) that makes money from these events.

There would not have been any backups at this location without a road block present. No traffic was encountered during the trip until this point. I agree that any destination can have traffic on a holiday weekend, any weekend really.
There are multiple articles from past years citing these particular roadblocks on Ocracoke Island this stretch of roadway heading to Hatteras during holiday weekends, check them out, it's an annual fundraiser of sorts, loose terminology I suppose, but when you hear bragging about "making money".....
