Lowe's Foods #200 serves a different trade area than store 201 serves and the new 211 Midway Commons store may serve. Has store 200 struggled lately?
The Shallotte store doesn't carry a lot of inventory compared to the other stores. There is a lot of empty floor space which indicates low sales. The OIB Lowe's Food seems to do much more volume than the Shalllotte store.

Answering my own question, both Lowe's Foods stores 200 and 201 were previously Hannaford. Lowe's Foods acquired 12 Hannaford stores in North Carolina in 2000. ("Lowes Foods to Purchase 12 Hannaford Stores in NC." Winston-Salem, North Carolina: PRNewswire. 2000-05-31.) Approximately five of those stores statewide have closed.
Lowe's Foods missed some opportunities with its acquired Hannaford stores. For example, it did not keep and expand pharmacy operations.
One thing that hasn't been mentioned regarding the Publix on Oak Island is the flood zone remapping. The current zone is VE and the developer stated that they could not build until it was changed.
That area is supposed to be changed to AE. The change is now overdue and nothing can happen with this site until this is done.
VE is the worst flood zone. It means expected flooding with wave action. It is more restrictive on building codes than AE. Basically they can't build on the ground in a V zone.
The back of the site is less than 2 blocks to the beach.
That is already in the plans even with the A zone. There will be a retention pond behind the building and the site will need to be raised ~8ft to meet the Base Flood Elevation of 16ft.
The current elevation of the land is 8-10ft so they need to get it up to the BFE.

That information is not correct. Nor is the other information you posted regarding the BFE.

Lowe's Foods #235, 211 Midway Commons, 2829 Midway Rd SE, Oak Island, North Carolina 28465
Per a postal flyer that I received yesterday, Lowes Foods #235 is having a ribbon cutting ceremony at 10:30 on Saturday, 21 May 2016.
Anyone that tries to add this store on a map -- as I have in Google Maps -- will discover that this physical location is not considered in the town of Oak Island, but rather in the town of Bolivia. Perhaps Lowes feels an association with Oak Island carries more prestige, but it may cause some confusion when map users of these online maps try to search for the new store.
