I don't think you understand how transportation improvements are funded in NC. Its always about what the "folks in Raleigh" (i.e. the General Assembly) have to say, AND its always about the money. Always. There are more transportation projects that there is money.
Just look at the Bonner Bridge on the Outer Banks. It literally had to start falling down before the GA ponied up for a replacement. And there is no redundancy there like there is in Wilmington. It will be decades before the Cape Fear Crossing Bridge is built.
I dont disagree in how they have been doing it...
Doesnt make it the right way...and as we have seen with the change in how they are funding road projects, its not always set in stone how things "have always been done".
And it should not just be accepted that the Southern Crossing wont be done earlier...it is an IDEAL toll project and was listed as one of 5 original toll projects. The Monroe Bypass is being built now, the I-540 section in Apex is done, and the Corrolla bridge is in the planning stages. I believe the Gastonia project was shelved which leaves this Southern Bridge in Wilmington.
In terms of the Cape Fear Bridge, with the MLK parkway open and the intersection improvements at 421 done, the truck traffic would go that way, not the Cape Fear. The issue would be from the South, but if the Southern Crossing was open (even as a toll bridge), you could replace the Cape Fear in time.

I didn't say it WAS the right way, i merely pointed out reality.

For cape fear crossing, i'm pretty sure people will go to Myrtle beach, and return home by using that that lives south of Wilmington.
Has the 140 opened between 74 to 421 completing the bypass from 17 near Winabow to 1-40? Thanks
I am referring to the title of the thread and as the OP asked the question and others have commented on it.
Relax. BC1960 was simply asking a legit question since the conversation had drifted towards the proposed river crossing and Slay The Great's post that you quoted made no mention of I-140.

You responded to a post that was talking about the Cape Fear Crossing, not the newly opened section of I-140.
