You can help find answers with Realtor.com. Topsail High School is in Hampstead, not Wilmington, so start with searching on Hampstead. You can select a pool under "Community Amenities", and whatever dollar amount under "Maximum HOA Fees". I'd suggest
Castle Bay as an example. It has all-brick houses on quarter acre lots, a golf course, pool and exercise room. The HOA is $53, but you pay extra for the golf and fitness room, and maybe extra for the pool.
There were 136 houses fitting the criteria I selected with $100 as the maximum HOA fee. Olde Point and Majestic Oaks are a couple other neighborhoods.
BTW, there are three elementary schools in the Hampstead/Surf City area, so you might narrow it down furter.
