So I purchased a 2019 Civic Ex from a dealership in which the taxes were placed on top of the amount of the amount financed. I am exempt from paying the property taxes on the vehicle due to my spouse being in the military, but I am seeing some conflicting information online about the amount of highway use tax (HUT) I would have to pay.

We moved here December of 2018, but have in no way established residency in NC, and are still current residents of Alabama, both with Alabama drivers licenses, and we still pay AL state taxes on our income.

My question is this: If I go to register my vehicle at the NC DMV, will I be considered a "new" resident and have my HUT capped at $250, or will they charge me the full 3%?

With a lot of military personnel in this area I figured surely someone has been in my shoes before.

From the NC DMV website:

"If the vehicle is owned for LESS than 90 days before applying for a North Carolina title, tax credit against the highway-use tax due is allowed for tax paid to another state, upon submission of proof of payment.

If the vehicle was titled in North Carolina after 90 days of purchase from a dealer, no credit is allowed. Full highway-use tax will be due on the purchase price, plus any administrative document fee as well as all accessories attached to the vehicle at the time of delivery, less any trade-in credit.

If the vehicle is owned for MORE than 90 days prior to registering in North Carolina, you will be taxed on the vehicle's value, up to a maximum of $250 tax."
