The complaint asserts that the Privileges and Immunities Clause is applicable to the actions taken by Dare County officials. It also also states that Dare County's action "excessively intrudes upon Plaintiffs’ rights…effectively banning them from engaging in conduct that is Constitutionally Protected."

NRPOs pay the same taxes as everyone else. Maybe that needs to change if Dare County has deemed that they don't have the same legal rights.

Now it will go to the courts to see if the intent was to safeguard health and safety, and did it accomplish its intent.

NC constitution prohibits different tax rates and/or assessed values, so that would require a change to said constitution.

Tax rates don't have to be different. No vote in local elections = no local charges (town, county, etc.) for property tax. Taxation without representation is unconstitutional. That's why many locations, nationwide, that have many NRPOs permit them to vote in local elections. They pay, so they get a say...

There aren't many, but there is a growing shift to NRPO having a vote in local elections.

It still doesn't address NRPOs gaining unfettered access to property during such events as the Covid-19 pandemic.
