Whatsyour definition of small? Greenville is considered a big city around here, but somebody frol eslewhere would consider it small. I think Greenville and it's surrounding cities (winterville, little washington) might be your best bet.
Beaufort, Morehead City, Oriental and possibly Harkers Island are popular day trip areas and are considerably less expensive than Philadelphia.
Little Washington would be less expensive than the prior towns mentioned but may not bring in as many day trippers. If it does, I apologize as I've only been there a few times. Neat town, but didn't seem as touristy as the others...
Swansboro is worth a look, too.
Keep in mind that all these towns are seasonal tourist spots and things get pretty quiet off season...especially mid-winter...
New Bern has lots of day trippers, for some reason. Of course the streets are such a disaster at this point it is hard to recommend anything about New Bern.
Try Burrrrrrrrrrrrrrrrrrrrrrgaw...IT is very cheap to live here..You can buy a double wide and a acre of land less than 20,000 dollars....As far as down town there will be lots to do...Jerry Springer is going to be building a 2 million dollar studio...
You might look in Asheville, its an arts and crafts area with a lot of tourists, I don't think that it is cheap to live there though, real estate could be pricey too.

Thanks for the feedback. Do any of these towns have a sizable retail antiques community? Even in winter, people tend to still take drives and head out to go "antiquing"...

I'm very aware of Asheville, but you're right it's very expensive. I would also want a smaller town too.

I'm afraid the Jerry Springer aspect, among others, would probably keep me out of whatever the correct spelling of the place is.
