I would merge the Mountain West and the WAC. The rest seems ok. Boise State does not qualify academically for the PAC 12. It hasn't been all that long since they were a junior or community college.

The Mountain West was born out of those schools no longer wanting to be in the 16 team WAC. I can't imagine why they would go back to that.

Two other provisions:
1) Teams play an 11 game regular season
2) Each of the 12 conference champions plus 4 at-large teams qualify for a 16 team playoff. The first round and quarterfinal round would be played at campus sites (higher seeded team), while the semifinals and championship game would be played at neutral (bowl) sites that would rotate among 5-6 of the current major bowls. The semifinals would be played on New Year's Day and the championship game would be played 2-3 weeks after New Year's Day on a Saturday night (or late afternoon if the game was played in the west).
