"Owned and operated" does not apply to the vast majority of universities. For example, who owns Ohio State? Who owns the US Naval Academy? Who owns Harvard?
In the case of state schools, they are "owned" by the people of the state in question and ultimately governed by their legislatures. Federal schools such as the Academy are owned, technically speaking, by the people of the United States, and ultimately governed by the Federal Government.
Private schools are not owned by anyone in the normal sense of ownership. Typically they are governed by a board of trustees. They are "operated" in most cases by a chancellor, a provost, an athletic director, and a business manager. These people serve under contract or at the pleasure of the trustees.

Regarding Google, you might want to take some of your own advice, at least until you know enough to ask a sensible question.
There are historically black colleges that are mostly operated by black people. Some are public schools, so they are owned by the people of that state just like Hamish Forbes said and have to answer to the government. Some of the schools are non-profit, so they aren't really "owned." You can find a list of them by using Google.
There are other colleges that aren't historically black colleges where you'll see a lot of black administrators just because of the demographics of the local area.
Then, you have your tribal colleges and universities. These are easy to find by using Google. Again, some of them are really owned and operated by the government (people).
You will probably find a lot of Asian administrators in places with large Asian populations such as Hawaii, but one couldn't say the colleges are owned and operated by Asians.
