In Romania you probably don't have to worry about health care concerns at all.
Bhaalspawn, I wish that could be true. But try seeing The Death of Mr Lazarescu, if you haven't yet. That's pretty much the reality in Romania's hospitals of today. Or, for more horror stories, just watch the news

His post was from 2007, but I found it hilarious that people were recommending Ivies or top publics when you didn't know anything about the guy in terms of how well-to-do he was in terms of education and money.

You probably need to find an intensive English program leading to a four year degree. One inexpensive possibility is doing the English program at a community college, followed by two years of college classes at the community college and then transferring to a 4 year college to finish the degree. Many community colleges offer such programs for international students, and it is probably the cheapest way to do it. If your English is good enough to skip the intensive English program (generally not likely), you should still look for a community college program that leads to admission to another state university. However, as an international student you will not be eligible for financing here, nor for a green card. In some fields you may be able to obtain a work visa after graduation, but I do not think that economics is one of them.
The streets in the U.S. are no longer paved with gold and have not been for decades. You might very well be better off to remain in Romania, especially if your government offers inexpensive tuition for students. Right now, tens of millions of Americans are unemployed or underemployed, including millions of people with college degrees, many of whom are burdened by large college student loans that they cannot get rid of in bankruptcy.
Also, health care is NOT provided by the government in the U.S. In Romania you probably don't have to worry about health care concerns at all. In contrast, in the U.S. over 40 million Americans do not have any health insurance coverage at all and many millions more have poor insurance. It's also a nation where the wealthy people are becoming wealthier at the expense of the lower classes. You might also be shocked to know that Americans often work long, hard hours that might be unheard of in most of Europe.
You might very well have a better life if you stay in Romania and focus on trying to help Romania develop its economy than you would coming to the U.S. which now has a dying economy.
All true, but no one overseas believes it. At the very least, it would be silly to spend money on an undergraduate degree here if he can get it for free in Romania. A computer programming or similar degree from Romania, and then maybe graduate school (where funding is available for international students) in the US. And meanwhile, a lot of English classes so he can get a good enough TOEFL or IELTS score to get into a US graduate school.
