I depends on what you plan to study, but generally VA Tech is better than Arizona St.

I will do computer science. I find that the ranking of both schools is not much different.
Based on my research, Ira Fulton engineering college at ASU is ranking much higher than its overall school reputation.

Ira A. Fulton School of Engineering rising in national rankings - Fulton School of Engineering (http://www.fulton.asu.edu/fulton/news/page.php?sid=448 - broken link)
Progress of ASU engineering school reflected in national rankings - Fulton School of Engineering (http://www.fulton.asu.edu/fulton/news/page.php?sid=506 - broken link)

The ranking trend of ASU engineering school is improving.
Yet the school seems to be negatively impacted with their non-rigorous admission, the admission rate (surprisingly 90%) , being a top party school, etc.
