I've tried to talk to my wife about getting her MPP. She works for a county dept. with 500 employees. She doesn't thinks it's necessary in her situation. She risen threw the managerial ranks fairly fast. A lot of the middle mangers there only have a HS diploma. Most upper management, just a BA. The director of the dept. makes 150K a year, doesn't have a masters.

Maybe this is it, that the types of work that people are in that is related to getting an MPA don't actually need one to advance. Thus, it becomes sort of unnecessary and unpopular.

In her situation, that's true. She's confident she can get to upper management without one. Most don't masters and some not even a BA. They're 80K-100K a year positions. The only reason she can see getting it is if she wanted to move to a different county to advance her career or to apply for a director's type position out of area. Just for a leg up.
