I know a few kids who applied for community college for next year and they already get their acceptance letter. Is it to early to apply? I thought it was.

Community colleges will generally accept students at any time (there is no formal admissions process, in my experience--I just verified that I was a resident of the state and was good to go). Your friends could probably start taking classes this summer if they wanted to.
If you are hoping to attend a 4 year university in 2011, the applications will likely be posted in late summer 2010. They will be due anywhere from November 1 to February, with decisions coming back in March/April.

Late August is early enough to start the application process for 4 year schools. If you are applying early acceptance those generally have to be in by Nov 1st or so, otherwise most colleges take applications into February. Keep in mind that they also take scholarship applications for the same time frame so if you know where you want to go or have it narrowed down to a couple schools check to see when their college scholarship applications are do or you might miss out on some money.

When you say next year do you mean next school year, which would be this coming fall or do you really mean next year, fall 2011?

There are a lot of consideration is deciding where to go to school so it definitely is not too early to start doing some research. But I agree with the previous posters....summer is when the application season for fall 2011 will really begin.

Application for "early decision" Usually has a deadline around October 30. Both my kids went for early decision since they knew where they wanted to go and were pretty sure that the college wanted them. They posted their full packet by October 30, and had full acceptance by November 9.
Early decision means to the college that you have applied nowhere else, and that they are your first choice.
I did the same in early fall of 1966. Wow! 44 years ago. The same time distance from 1900 to D-Day in World war 2.

This link has some good information including definitions of Early Action, Early decision and a time line of what you should be doing between now and HS graduation. Early Decision and Early Action
My son is also a HS junior and we've been taking some time visiting colleges. He'll start his applications in August or September with the goal to be done before Thanksgiving. He will do as many early action as he can. Early Decision, as Zarathu says, is done by people that have a clear #1 choice but is also only done when you (or your parents) can afford to pay full price.
Community College - you can usually apply there up to a month before classes start.
