HOA's can 'tell' someone to do something to bring their residence back into compliance with the covenants and rules, but unless they collect fees and have enough money to bring legal action against someone, there is not much they can actually do. But I don't think I would want to live in a neighborhood where there were rules I intended to not follow as it would likely lead to problems with my relationship with my neighbors. I would want to live in a neighborhood that had rules I agreed with.

In the neighborhood we were looking at, with the currently defunct HOA, it could conceivably be revived if a majority of the homeowners in the neighborhood voted to restore it. We figured that was unlikely, so we went ahead on the house, until there were inspection issues that were unresolved and we walked away.

Agreed, I also would not want to live in a place with rules I do not like, probably would not fit in anyway.

One of the problems with HOAs is that you can find out if a community has one, read the covenants and rules, but not know how they are enforced.
