Small dogs are vulnerable to coyote and hawk attack. Definitely keep her in unless you are in the yard. The coyotes used to prowl around our pugs all the time, and several times a hawk tried to dive for them even with my husband out there. All the wild rabbits disappeared one year, and they were about the size of a doxie.

So "up to 15lb" seems a bit high, but I imagine edge cases of 12-13lb with an above-average sized bird and ideal conditions.
Or once the pet has been somewhat dismembered and field dressed it could fly off with half. It doesn't have to swoop and carry off....just swoop and kill for starters.

The big threat is coyotes.

The ones in my neighborhood killed all the outside at night cats.

To their owners they just "disappeared" so no story in the press about coyotes so I'd caution that if you haven't seen news stories doesn't mean they aren't getting pets.

FYI, coyotes are hunting in the daytime as well as nighttime. We see them around our area at all hours.

Yeah ... one morning on my way to work I watched a coyote carrying something in it's mouth across a few neighborhood lawns.
