Any neighborhoods/areas of CS, and adjacent areas that actively push xeriscape yards and grounds, and that allow/encourage solar panels for electric generation, solar thermal panels for hot water? How about passive solar designed homes?

HOA's as of early may cannot keep you from installing these things on your home, there is a house bill the Governor has signed.
it is house bill 1270 if you are interested. They can tell you the size and style as long as it does not increase costs, or loose effectiveness.
Mcstain homes has been doing solar homes for a while now, i would look for their subdivisions first. They are a little more on the expensive side but might be worth it.
Excel energy offers up to a 55% credit for installing PV on your home. It makes it an incredibly good deal inside of Excel territory. Outside you are going to want to look for other sources instead of PV due to the cost.
