I'm trying figure out what "substance abuse programs" are and what they have to do with money.

Does money get alcoholics sober? Does money get addicts clean? Does money keep starchy complex carbs away from diabetics? Does psychological therapy sober up drunks? How about iron-bar therapy? Twelve-step therapy is a known worthless cult with zero success and a perpetuation funneling countless dollars into the legal system... allegedly.

Is money going to somehow cure a substance abuser? Will it help Big Pharm create a better pill to swallow? To course through everybody's veins once it establishes itself into our water systems?

What percentage goes to schools? I'd like to learn a bit more about this.

But there are several rural county and state roads on the western slope that are on the bottom of the list regarding road maintenance and have been for years.
CDOT doesn't even know there's a road between Dove Creek and Naturita. Hell, CDOT thinks the only road on the entire Western Slope is I-70, and they're not too sure about that. The residents of Naturita figure that those rough spots are there to keep out the riff-raff like teachers.

How do you know the system is failed? Is financial restriction a cause for failure?

About 2/3 goes to school. More details can be found here: http://www.leg.state.co.us/LCS/Initiative%20Referendum/1516initrefr.nsf/b74b3fc5d676cdc987257ad8005bce6a/f4d9ff58ad46b25687257e310079be83/$FILE/Final%20Draft%20Packet%20Proposition%20BB.pdf

I'll take the 8 bucks even though I never paid a dime into it. Hickenidiot stole over a million from CDOT for bicycle paths on the front range and now needs to cover his tracks with this money. too bad for him the roads on the western slope need that bicycle money. We pay the taxes through excise taxes, gas taxes etc so we can drive to work bicycles pay nothing and reap my dollars for free.guess I did pay
