That was the point in this. Do you own the water falling from the sky? The answer is no you do not. This allows us to collect the water falling from the sky in a rain barrel and use as we see fit.

This. If they do own the water from falling from the sky we should be able to sue for hail damage. Your water damaged my property!

Bizarre that CO had a law against collecting rainwater. As if the 0.001% of rain water collected would impact others. What was the prior penalty for collecting rain water?
