I will be visiting Colorado for two days this winter, Christmas and the day after. I am looking for a city that is likely to have snow on the ground, winter activities other than skiing and snowboarding (that are accessible via public transit), and reasonable prices. A good holiday theme would also be nice. These cities were chosen because they are along the train route I am travelling on.

Out of those three I'd take Glenwood Springs. Not sure if it has public transit, but it's pretty small and compact. It has a hot springs pool and Sunlight Mountain (or whatever they call it these days) is just outside town.

Denver likely won't have snow and Winter Park leans heavily toward skiing and snowboarding.

I would agree with Glenwood Springs as well which has a nice downtown area next to the train station. Denver's snow typically melts fast and Winter Park is fairly one-dimensional.

I'm sure you can Uber or Taxi to the further reaches of Glenwood or even up into the Aspen valley if you choose.

Is snow a certainty in Glenwood Springs that time of the year? I looked up pictures and it does look very nice.

Snow is never a "certainty" anywhere, except maybe at the ski areas that will make snow if they need to. Glenwood Springs is only 5,700 feet in elevation, so no snow guarantees.

But the good thing about using Glenwood Springs as your home base is what everyone has been suggesting -- take uber or the bus (RFTA) to Aspen.

Ok, but how likely is it in Glenwood Springs itself? Based on the stats I have found, it seems Denver has about a 40% chance and Fraser/Winter Park a 100% chance of at least an inch of snow on the ground. What are the odds in Glenwood Springs? Also, is there anyplace nearby to Denver reachable by bus that always or almost always has snow that time of year, similar to how Aspen is with Glenwood Springs?

Probably 50/50, but Glenwood is in a narrow valley so the snow will stick around longer than Denver.
