Years ago Section 8 used to be that the deposit was covered and the property was inspected before the people moved in and after they moved out....cost of any damage was reimbursed. Later they said you get them to pay the deposit and if there's any damage you have to get the money from the tenant....not sure about the laws now.

Wow, I didn't know laws had changed that much.

If the deposit would be covered and reimbursement for damage guaranteed I think you'd see a lot more properties come up for Section 8. Here people are always crying how we need more affordable housing but government rules that put all the risk on the landlord actually hinders that.
