I do not pay attention to it.
Our $800—when received—will go straight into our estimated taxes bucket.
No temptation to spend.
Our refund in 2023 will be larger and therefore we can do a larger Roth conversion at”no cost”.

The flat rate TABOR $400 refund is for this year only, so I wouldn't worry too much about low income Coloradans pulling off a second French Revolution, much less a second Russian Revolution.

I am surprised that you didn't mention Colorado low income seniors and disabled who don't even have to pay state income taxes because their income places them at or below the poverty line. However, these folks still have to pay all those state sales taxes on virtually any item they may buy and that adds up. Hence they qualify for the TABOR refund, as well.

Seniors and persons with disabilities who apply and qualify for the Property Tax/Rent/Heat Credit (PTC) Rebate for 2021 expenses. Individuals in that program will not need to file a return to get their TABOR checks. Anyone who believes they may qualify for this program can get more information along with application forms from the Colorado Department of Revenue.
