I live in Pagosa. Late November is about the time of first snow at our elevation. The roads, both from the South and from Durango are well maintained. I assume you will have access to road information from CDOT before you come. Do check for closures. However, in my experience, both highways 84 and 160 to the west are almost universally open. Brief closures may occur during the worst of winter and during or right after a storm.
Wolf Creek pass, between Pagosa and South Fork is another story. That pass gets over 400 inches of snow annually and is often closed for snow removal and avalanche control. However, even there, the closures are for days at a time, not weeks.

a few tears back i was doing a job in Pagosa and worked late to finish as i did not want to go back the next day. it was snowing hard when i left but ok and plows were out all was good till i got to laplata county and saw where the plows turned around and i had a foot and a half of snow to drive through. but i had gassed up and threw on the chains and made the last 30 miles in only 2 hours.plus when i work out of town in the winter i carry 2 days food and water . please be prepared driving in the winter your life may depend on it
