Everybody grumbles about both TWC and ATT (uverse) service and quality, and some of it is legit (a few of their techs can't fix a lightbulb and phone service for both stink). That said, most folks are >99% uptime in the city and near or at advertised speeds *at the modem.* I've had TWC for 11 years in 4 different locations and while dealing with them over the phone is right up there with root canal on my favorite tasks, most of the on site techs have been ok to good, they have resolved most issues fairly, my uptime has been >99%, and at the modem my speeds are as advertised. I have had two major conflicts with them in 11 years, both billing issues over promised promotions or pricing that they did not honor. Both were resolved by the state attorney general's consumer protection office in my favor. (That office is not always fast but does good work in my experience.)
Oh, and TWC has never grumbled about my use of VPNs, torrents, high amounts of video streaming, etc. They do throttle upstream speeds pretty severely on their cheaper internet packages.
I have Time Warner but since our neighborhood is relatively new they're are only option for Cable/Internet unless I want to get DirecTV or Dish for TV. I know some folks don't like TWC but I've been with them for three years and never had any major issues.
TWC works pretty well for me, but my bill has crept up to almost double what it was seven years ago, which is kind of a bummer. But they're my only real option until U-Verse makes its way out to my house since I don't want a dish on or about my house. Even if I don't plan to switch, it'd be nice to have a little leverage when I call to negotiate my bill.
The only land line in the part of Lexington County where I live (Oak Grove) is Windstream. AT&T is not available thus neither is U-Verse. I use Windstream's highest speed Internet which is 10MPS. In some areas they do offer 12MPS. I would put their reliability at 99%. I use Dish for TV which is billed by Windstream as a package deal..
My other choice is TW but the bottom line is most of the providers are doing the same act for the same amount of money so I try and deal with my existing provider rather then switch. I did get Windstream to lower my overall bill by 10% once my original commitment was up.

Just call them and directly quote the prices listed on their website. If you have had their service for a while, it will more than likely be much lower. Just keep telling them that you want the price listed and publicly available or you don't need their service any longer. I did the same with their Internet. I called and asked why I was paying more than what I see on the website. They moved me from regular high-speed (3Mb down / 1Mb up) to Turbo (20Mb down/ 2Mb up) for the same price of $44.99/mo. Good Luck

Interesting you should say your neighborhood is new and you subscribe to Time Warner because in other states, ATT U-Verse is trying to claim newly build subdivisions in order to secure new customers. Is this not the case in the Columbia area?

So Windstream as a cable/internet provider is actually Dish Network for your cable tv? Do they run a line to your house or apartment for the internet? Just wondering.
Windstream is DSL, so it runs over existing phone lines. Dish is just packaging it to have a TV/internet bundle like the cable companies do. DirecTV used to (maybe still does?) do the same thing with AT&T DSL.
