We had one of our offices in Mt Vernon close and the three employees are now working from home and will come into our office located in Columbus 1 or 2 days a week, they do not live in the city of Columbus but our office is located in Columbus. What are the laws are they required to pay the local tax for work in ? Do they have to be in the office a certain amount of hours or if they work at all in the office should they be required to pay local tax ?

Check with the local tax agency, but it's highly likely IMO that the employer should withhold for work in both Columbus and Mount Vernon based on days worked in each.

I'm not a CPA or tax lawyer, so my first suggestion is consult one.

My second is from experience when my father worked from home but his office for HP was inside Dayton city limits. They withheld for Dayton Local Income even though he was 100% home based. But, he was able to file a form (or two?) with the City of Dayton or whomever runs their local income tax collection and received a refund from Dayton.
