I have a neighbor who owns an old heap of a pickup truck with a loud muffler and it blows blue smoke when he drives it. Nothing abnormal about that, right? I wish... the guy drives around my block and through the alley behind my home at least twice per hour all day every day. I went over to his house one day and asked him why he was turning our block into a one-vehicle Le Mans race and he told me that he has a serious case of claustrophobia and he needs to get out of his house regularly. So I asked him why he didn't hit the freeway and leave our peace alone, why does he have to drive that noisy stinky piece of trash around and around all day. And to make things worse, he has a driveway that he pulls straight into everytime and then he has to take the time to back it out. I can hear that rattle-trap of his coming out of the driveway right now as I write this... he's driving me nuts... I feel like slipping over there one night and giving his gas tank a sweet dose of a pound of sugar. But I'm not a criminal... is there anyone that can help me out here? Aren't there anti-cruising laws in place in Ohio like there is in other states where tourism is the thing? In Virginia for example, it's illegal to pass the same point twice in an hour, and citizens perch on lawn chairs all over certain cities like Virginia Beach writing down license numbers and calling the police.

Ugh, that is weird. I don’t think it’s illegal to drive around the block a lot. But if the muffler/exhaust is super loud, that could be a noise complaint. You could ask the police their opinion.

Ask him to walk or ride a bicycle ... Quieter for you and exercise for him.
