I don't think this is a hard to understand point - Columbus benefits from being in a state that had pre-existing success and a pre-existing large population. Cleveland, Cincinnati, Dayton, Akron, Toledo, Youngstown all provided the people and the money. These cities do not benefit by having Columbus Not many people move to Columbus from outside of Ohio.
One factor that bears consideration is thst some of the money being earned in Columbus from that city's growth is being spread elsewhere. For instance, Columbus developers, flush with profits earned from capitalizing on Columbus' growth, especially Crawford-Hoying, are investing heavily in Dayton and driving a huge percentage of Dayton's downtown building boom.
Another Columbus developer, Borrer, is planning a $400 million mixed used project in Springfield.

Interesting, I didn't see Cleveland named one of the 5 Workforce Hubs by the White House. Crazy to think that a city with nothing going for it would be selected.
