I don't remember if Win98's setup program lets you create custom partitions the way XP and later does. If not, you'll need to boot from a Win9x floppy or CD, run fdisk, create a smallish primary partition, and format it. Leave the rest unpartitioned. Boot to your win98 CD and install it on the small partition you just created. When you boot off your XP CD, you can create a partition from the remaining space and install XP on it. Format it NTFS unless you need to access it when 98 is running.
