I have Vista with an HP printer. Usually at startup the system tray icon for the HP printer appears and also has a balloon that says the printer is "disconnected" (that means it's turned off).

Lately I've had a couple times when this icon did not appear - but the printer still worked normally.

I checked in the Notification Area Properties box and under Past Items it said "Terminating Digital Imaging Monitor". But then I'll reboot and it'll go back to normal.

Have you seen this happen? I doubt there's a good reason for it. Vista usually starts with the system tray icons in a different order. It may be a quirk that cannot be fixed.
