Not exactly but you can paste the jpg into a blank word document and save it as a .doc or .docx file.

If this is a scan of text document you can do it with OCR software, results will vary and I have no recommendations since I rarely used it.

On a side note when saving a text document as an image don't use .jpg, use .gif, .png. or .tif

Not sure why everyone's poking fun, there are viable reasons for doing this.

OCR scanning would be the easiest, there are a couple of software OCR options that you can use too if you don't want to scan it.

...well THAT was interesting - just did a google image search for ASCII art porn. Maybe it could work...

I take screenshots of stuff all the time on my phone because it automatically uploads and I'm lazy. If I happened to need the text from those screenshots and I didn't want to type it out manually, I would absolutely use OCR to do it for me.

If this person has a picture of text and wants it to be editable, why is that out of the ordinary?

I'm sure they are not trying to convert a PHOTOGRAPH of something to text. Maybe they are, there is not much evidence of intent in the original post.

Perhaps they just wanted a photograph inside of a word document like a picture of a cookie or something so that they could write a recipe. We don't know. It's rather vague.
