Have you reviewed the system log files for errors?

Have you run chkdsk for disk errors?

As far as IE loads to a white page:

Is it me or does this sound like a malware infection or some sort of a collateral damage caused by a former infection?

OP:
- What version of IE do you have? If not the latest version (11), have you tried upgrading?
- What happens when you try to type in Google Still a blank page or are there any errors?
- Can you use another browser (Chrome/Firefox) to see if it works or not?
- Have you tried running a temp/junk file cleaner?

Confirm you have Internet connection. As plwhit mentioned, you should definitely check Event Viewer logs (START > RUN > eventvwr.msc > OK)
In Event Viewer, check Windows Logs > Application and also System for errors.
