I recently bought a new laptop on January 25, shipped on 2/4/14. I only used it twice: the first to set it up and the second to try it. When I start it up it is so slow. Also, opening the Control Panel took over a minute. I didnt download anything yet. It lags behind also: I tried speeding it up using CMD (command prompt) and it took 10 seconds for the keyboard to respond. I payed $1900 for it.

an ssd drive is one of the best upgrades that you can do!!! you can have all of the best components in your pc and that ole bottle neck hard drive will slow you down
The first thing I would do is check the Startup to see if there are unnecessary programs (bloatware) being activated at startup. They can create a major slowdown to your computer.
It's a fairly easy thing to do:
1. Click the Start button and type msconfig in the Search box.
2. Click on msconfig.
3. Click the Startup tab.
4. Uncheck the boxes on the programs you don't want to start at the startup.
5. Click OK.
6. Restart your computer.
I only have my antivirus program active in the Startup.

I already tried that. It's also not just startup. It's general computing also. I tried msconfig, CMD, and system management. I ran a scan on Norton, no threats detected. I still have 23 days to return it, maybe this computer is just a dud.
that's why I never buy premade computers any more to much bloatware and they have the control of the system. they seen you coming not being rude but that system should be flying. I have a friend that has a dell xps 8500 with 4 gigs of ram and the dell would blow that thing through the roof and all I did for them was swap out the hdd for to an ssd. is the os on the ssd or the hdd do you know?
Did you run the Task Manager to see what might be choking the CPU?
I have Vista and Win 7, but I see on this link that Win 8 gives some nice views for seeing which processes might be bogging things down. Highlight the ones you suspect (using 100% CPU) and end them and see if that helps.
I'm betting that Norton is running a full scan when you first boot up the laptop and is dragging everything down. Use Task Manager to see what process is the culprit.
I might keep my old laptop and get rid of my new laptop. I'm probably going to call in and trade in old one for new laptop-same laptop model, same specs. Or maybe I'll sell the new laptop for $1700 and buy a new laptop for $800-1000.

This is my guess also. Another thing on windows machines to check is many programs including the antivirus are set to check for and install updates automatically. I have cleaned up a few machines for realitives that would be almost useless for 15 to 20 minutes due to all the programs checking for or updating automatically almost every time you turn it on.
