2009 MBA just died do I buy just a replacement board, can I change to the 2.1ghz, or part it out, and buy another device?

Assuming that it is the logic board that died, you wouldn't be able to change to the 2.1 ghz CPU. That would require a different power supply, different logic board (that most likely wouldn't fit), among other things. Logic board replacements are also quite expensive so it might be better to just get a new computer (again, assuming that it is a logic board failure that caused your computer to stop working).

Prices vary widely, but assuming I picked the correct model (and assuming it is the logic board) the board isn't all that expensive

Three long beeps when turned on indicate memory and the memory is part of the logic board. Yes it is the A1304. The 1.8 had discrete Nvidia and I think the 2.1 is shared Intel. Its a shame that the whole this is bad just because of the memory, but that his the sacrifice for the small packing.
