How are you measuring that? Is that with prefetch disabled?
Well, I have a my junky computer tweaked to run about as fast as it possibly can, yes prefetch is enabled.
My internet connection is quite crummy....a webpage with a lot of graphics/automatic-videos will take about twice as long with IE11....when compared to Chrome.

Prefetching may be throwing off your results. Chrome is very aggressive with prefetching http requests. IE11 doesn't prefetch at all. This would make Chrome appear to download pages faster than it really does. But in reality, it might just be getting a head start.

The biggest problems I have is the dang webpages that just get so carried away with making homepages that have a ton of graphics/videos, some which play automatically.
For example, Huffingtonpost has a really long and graphics/video-intensive Homepage.
