So I'm in the market to buy a new laptop And I am stuck between two different ones. I will listen what I use my laptop for and maybe you all can help me decide which one would be best for me.

I use my laptop to:
-iTunes & downloading music
-Research for school
-Regular internet surfing
-Writing papers and using PowerPoint
-online classes
-Sims 3 game and the expansion packs

That's about it. I will post the links below and maybe you all can help me choose between the two or if you have a better one, my budget is 700 and I don't want a screen smaller then 15 inches.

I wouldn't have an HP if it was given to me; they install all kinds of un-needed crap on it, and drivers sometimes don't play nicely with each other.

I would go with a Toshiba. I have never had problems with my Toshibas, in fact, they've been handed down to my husband and kids over the years and still going strong.

I use the Toshiba outlet store, Toshiba Direct: Toshiba Direct | Outlet Center, Refurbished Laptops & Clearance Products

It's usually free shipping.

They have basic laptops starting at $300 and that's all you'd need for what you plan on doing with it. You can also customize what's loaded on it and stuff like that.

Good catch. Didn't even look at that.

I don't mind Refurbs EXCEPT when it comes to Laptops and TV's, personally. I always get new. And your price range has some very capable machines in it. To wit...

Here's an i7-Haswell for only $629 from someone I trust VERY much.
MOST folks here agree, Lenovo is pretty good.

And my favorite brand, Asus, also an i7-Haswell:

That's a good start, but you will have to choose all of those options yourself. Sometimes that can be overwhelming for a newbie. I'd find one that is already built, and it would wind up being cheaper since they want to get it out of their stock.
