Skype for iPad as a download-and-install ? (transfer, work, copy, app)

I would like to get Skype on my new iPad, however due to my location(!), there is no Skype appearing in the App store. Well, there is - its called Skype for Business, but I cannot get it to work for normal Skype logins so I assume it only works for that business version.

Is there any way to download an english version of Skype for ipad as an .apk or something and transfer and run it on my ipad to install normal Skype on there ?

Yes, that would be good. How do I run and install it from the ipad though?
