Window 11 Home: Application window covers taskbar (laptop, desktop, icons, how to)

Taskbar is locked already, why application window covers taskbar? How to fix it?

I do want to lock taskbar, with original taskbar background color. Now when app window covers taskbar, it seems that app window only covers taskbar background color, and taskbar icons lay on the app window. Which is annoying.

No issue with my work computer (window 10), this issue is in my person computer (desktop and laptop, both are window 11)
