Can anyone recommend a decent free program to make and burn an audio DVD? I also would like to add .jpeg images like a slide presentation with music. I’d like to loop a number of photos to the music.

You want this to play in DVD player on TV? Most DVD players will play .mp3 files burned as data.

Unless the DVD player specifically has this function which is unlikely you need to author a compliant DVD to do this and there is few ways to do it.

Thanks, I'll try the link you recommended. What I'm trying to do is make a audio DVD of about 30 songs or so. I wanted to play it on TV and include a loop of some of the album art photos from my compilation.

Windows Movie Maker built into all versions of Windows, can do this. The version in Vista and Windows7 are best. Xp's kind of sucks.
