Gov. Dannel P. Malloy has come up with a budget contingency plan that slashes aid to Connecticut cities and towns if labor concessions and a savings deal cannot be reached with state employee unions.

The plan would cut municipal aid by $1 billion, the same amount of savings Malloy is seeking from the state employee unions for the first year of the two-year, nearly $40 billion budget. Hartford would lose $86 million; Bridgeport, $67 million; and New Haven, more than $71 million.

He's not the first. This is due to years of overspending and debt.

Under the "Grantee" portion of the article there is a database that lists the state aid that each municipality received this year.
