It makes no sense. Thankfully, when I got on at 6:30 A.M.,they didnt start yet. Yesterday morning was an absolute nightmare........

Who starts roadwork at 9:16am?
The Contractor can start taking a lane of traffic at 9:00 AM. He has to set up his cones and signs closing the lane. That takes about 15 minutes. Not sure why it says 16 minutes but it could be a typo. Jay

By that time traffic USUALLY has died down allowing minimal distruption of traffic. Jay

Traffic does not start dying down at 9AM, it dies down at 10AM.

Thank you. I think some people commenting here dont actually use the road. Or maybe "minimal" disruptions means doing 20 mph for 10 minutes instead of 2 mph for 20minutes.

I actually find that road is at its worst at 9am.......culturally this part of the country is a "come in late, but stay even later" kind of work culture.

Yup, most people at my work arrive between 9-930.
